Indonesia's forest product legality certification ensuring timber supply chains originate from legal and traceable sources — within the SVLK framework.

What is VLHH?

Timber Legality Verification (VLHH) is part of the Timber Legality Verification System (SVLK) — Indonesia's national system to ensure the credibility of forest product legality assurance, product traceability, and sustainable forest management.

Auditees who meet VLHH standards receive a Forest Product Legality Certificate (S-Legalitas) and are entitled to issue a V-Legal Document (exports outside the EU) or a FLEGT Licence (exports to the European Union and the United Kingdom).

AISI's scope within the VLHH scheme covers VLK/VLHH Downstream — timber processing and trading businesses.

Holders of Forest Product Processing Business Permits — small (<2,000 m³/yr), medium (2,000–6,000 m³/yr), and large (≥6,000 m³/yr) scale.

Holders of Industrial Business Permits — categorized as small, medium, and large based on investment value.

Registered Log Storage Sites — registered locations for storing logs owned by forestry or timber companies.

📋 Process

VLHH Verification Process Flow

The VLHH process is conducted in a single complete verification cycle — from preparation to S-Legalitas issuance.

Application Submission
Auditee submits application and signs an Integrity Pact guaranteeing the accuracy of all data and documents

Audit Team Assignment
Certification Manager appoints Lead Auditor and team to match the Auditee's scope; work plan delivered D-14 before verification

Public Announcement
AISI announces the verification plan D-7 via its website and SILK, and notifies the Ministry of Environment & Forestry and Independent Monitors

Opening Meeting
Lead Auditor presents the objectives, scope, methodology, and confirms the work plan with the Auditee
5
Document Verification, Interviews & Field Observation
Audit Team verifies permits documentation, conducts physical timber sampling, and interviews stakeholders — max. 10 calendar days
6
Closing Meeting & Follow-up
Findings presented to Auditee; corrective actions must be submitted within max. 14 calendar days after the Closing Meeting
7
Decision Making & Publication
Certification decision made within max. 21 days of closing meeting → S-Legalitas issued → report and summary published in SILK (D+7)
